The rent is not driven by market prices. Rents are linked to annual inflation, so any rent increases are in-line with inflation<\/p>\n<p>Cost rental rents are regulated to ensure affordability. The initial rent is set based on costs, not market prices.<\/p>\n<p><span style=\"font-weight: 400\">The rent must:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Be calculated to be no more than the cost to provide, manage and maintain the property.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Not exceed the costs to the owner over the cost calculation period (a minimum of 40 years).<\/span><\/li>\n<\/ul>\n<h3>How rent is set<\/h3>\n<p><span style=\"font-weight: 400\">Rent for cost rental tenancies is calculated using a specific formula:<\/span><\/p>\n<p><span style=\"font-weight: 400\">((A \/ B) \u2013 1) \u00d7 C<\/span><\/p>\n<p><b>A is the Harmonised Index of Consumer Prices (HICP) at the end of the month before the rent is being set or reviewed<\/b><\/p>\n<p><span style=\"font-weight: 400\">For new tenancies, this is the month before the rent is set.<\/span><\/p>\n<p><span style=\"font-weight: 400\">For rent reviews, it\u2019s the earlier of:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The date the rent review notice is signed, or<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The date the new rent is to take effect.<\/span><\/li>\n<\/ul>\n<p><b>B is the HICP at the end of the month before the last rent was set<\/b><\/p>\n<p><span style=\"font-weight: 400\">This could be the original rent set when the property became cost rental, or the amount set during the last review.<\/span><\/p>\n<p><b>C is the most recent rent amount in euros<\/b><\/p>\n<p><span style=\"font-weight: 400\">This could be the original rent, or the rent from the last review.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Full details on how to apply this formula in different situations (initial rent setting, first review, later reviews), is in <\/span><a href=\"https:\/\/www.irishstatutebook.ie\/eli\/2021\/si\/756\/made\/en\/print\"><span style=\"font-weight: 400\">S.I. No. 756\/2021 \u2013 Affordable Housing Act 2021 (Cost Rental Rent Setting) Regulations 2021<\/span><\/a><span style=\"font-weight: 400\">. These regulations provide the specific values and guidance needed to ensure that rent is set legally and correctly.<\/span><\/p>\n\t\t\t\t\t\t\t<\/article>\n\t\t\t\t\t<\/div>\n\t<\/div>\n<\/section>\n\n\n<section id=\"review\" class=\"header-paragraph-block rtb-block  margin-top-xs margin-bottom-xs\">\n\t<div class=\"container\">\n\t\t<div class=\"content\">\n\t\t\t<article class=\"cms-content\">\n\t\t\t\t\t\t\t\t\t<h2>Reviewing rent<\/h2>\n<p><span style=\"font-weight: 400\">Rent reviews can happen once a year. They cannot happen in the first 12 months of the tenancy.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Rent reviews use a formula linked to inflation. This is based on the Harmonised Index of Consumer Prices (HICP), published by the Central Statistics Office (CSO).<\/span><\/p>\n<h3>Rent review notice<\/h3>\n<p><span style=\"font-weight: 400\">Your landlord must give you a <a href=\"https:\/\/rtb.ie\/ga\/wp-content\/uploads\/2025\/05\/Schedule_1_Notice_of_New_Rent_RTB_Revised_Dec_2021_Final_2.pdf\">Notice of Rent Review<\/a> notice in advance.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">To start a rent review the landlord must:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Complete a <\/span><a href=\"https:\/\/www.irishstatutebook.ie\/eli\/2021\/si\/756\/made\/en\/print\"><span style=\"font-weight: 400\">rent review notice using this form template<\/span><\/a><span style=\"font-weight: 400\">.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Specify the date from which the new rent takes effect.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Send it to the tenant(s) at the cost rental address by pre-paid registered post (within Republic of Ireland).
