In an RPZ:<\/p>\n<ul>\n<li>Rent can only be increased once every 12 months.<\/li>\n<li>Rents cannot be increased by more than 2% per year, or by the rate of inflation if this is lower. The rate of inflation is recorded by the Harmonised Index of Consumer Prices (HICP).<\/li>\n<li>Depending on when the rent is reviewed and the HICP rate at that time, the rate of inflation may result in the allowed rent increase being below 2%, or that there is no permitted rent increase.<\/li>\n<\/ul>\n<h2>If my property is in an RPZ<\/h2>\n<p>If you own a rental property in an RPZ, you must use a notice of rent review and follow the rules on <a href=\"https:\/\/rtb.ie\/ga\/renting\/setting-reviewing-rent\/setting-and-reviewing-rent-in-a-rent-pressure-zone-rpz\/\">setting rent in an RPZ<\/a>. You can also type the address of the property, or the Eircode, into <a href=\"https:\/\/rtb.ie\/ga\/compliance\/check-rpz-compliance\/rpz-calculator\/\">the RPZ calculator<\/a> to find out if you are in an RPZ.<\/p>\n<h2>How areas are designated as RPZs<\/h2>\n<p>For an area to be designated as a Rent Pressure Zone:<\/p>\n<ul>\n<li>Rent increases in the area must have been more than 7% annually in at least 4 of the last 6 quarters.<\/li>\n<li>The average rent in the last quarter must be higher than the standardised average rent for that area.<\/li>\n<\/ul>\n<h3>Standardised average rent categories<\/h3>\n<p>The standardised average rent depends on the location:<\/p>\n<ol>\n<li><strong>Dublin Area<\/strong>: Includes the city of Dublin and the county council areas of South Dublin, Fingal and D\u00fan Laoghaire-Rathdown. The standard average rent is calculated specifically for this area.<\/li>\n<li><strong>Greater Dublin Area (GDA)<\/strong>: Includes the Dublin Area plus Kildare, Wicklow and Meath. The standardised average rent in the GDA is based on the national average rent in the country, excluding the Dublin Area.<\/li>\n<li><strong>Rest of the country<\/strong>: Covers all areas outside the GDA. The standardised average rent for this category is the national average, excluding the GDA.<\/li>\n<\/ol>\n\t\t\t\t\t\t\t<\/article>\n\t\t\t\t\t<\/div>\n\t<\/div>\n<\/section>\n\n\n<section id=\"exemptions\" class=\"header-paragraph-block rtb-block  margin-top-xs margin-bottom-xs\">\n\t<div class=\"container\">\n\t\t<div class=\"content\">\n\t\t\t<article class=\"cms-content\">\n\t\t\t\t\t\t\t\t\t<h2>Exemptions to RPZ rent caps<\/h2>\n<p>Some properties in RPZs are exempt from rent caps (RPZ rules) If a landlord believes they are exempt from RPZ rules they must fill in a <a href=\"https:\/\/rtb.ie\/ga\/wp-content\/uploads\/2025\/05\/Schedule_2_RPZ_Exemption_Form_RTB_Revised_Dec_2021_Final.pdf\">RPZ exemption form<\/a> and send it to the RTB A property is exempt if the property:<\/p>\n<ul>\n<li>Was not rented in the 2 years before the new tenancy start date\u200b.<\/li>\n<li>Is a protected or proposed protected structure and was not rented for 12 months before the new tenancy start date.\u200b<\/li>\n<li>Has undergone substantial change.<\/li>\n<\/ul>\n<h3>What counts as a &#8216;substantial change&#8217;?<\/h3>\n<p>There are strict rules about what &#8216;substantial change&#8217; means. To qualify for an RPZ exemption, you must meet one of the requirements below:<\/p>\n<ul>\n<li>A permanent extension that increases the floor area by at least 25%.<\/li>\n<li>Work that improves the Building Energy Rating (BER) by at least 7 levels.<\/li>\n<li>Work that achieves three of the following:\n<ul>\n<li>The internal layout is permanently changed.<\/li>\n<li>The dwelling is adapted for use by a person with a disability.<\/li>\n<li>The number of rooms is permanently increased.<\/li>\n<li>A BER of D1 or lower is improved by at least three levels.<\/li>\n<li>A BER of C3 or higher is improved by at least two levels.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"color: #233167;font-size: 1.3rem\">Breaching a RPZ<\/span><\/p>\n<p>There are serious consequences to setting a rent incorrectly. If a tenant receives a rent review form and believes the rent increase is incorrect, they can apply for dispute resolution. If a landlord is found to have set the rent incorrectly, they can be fined up to 15,000 euro.<\/p>\n\t\t\t\t\t\t\t<\/article>\n\t\t\t\t\t<\/div>\n\t<\/div>\n<\/section>\n\n\n<section id=\"current\"
