Panel of Independent Decision Makers – Recruitment Competition


The RTB invites applications to become a member of a panel of Independent Decision Makers with the Investigations and Sanctions function.

INTERVIEW: 8th – 10th of December, 2025 onsite in RTB offices in Dublin 2.

CLOSING DATE: 4pm Wednesday, 29th November, 2025.

It is envisaged that five appointments will initially be made to this panel who will be paid €340 per case.

Decision Makers perform an important regulatory role in the RTB compliance and enforcement process. They consider the Authorised Officer’s investigation report, or the acknowledgement by the Landlord on the report, and ensure that they are satisfied that improper conduct by the Landlord has occurred/is occurring.

The Decision Maker decides if the improper conduct needs further investigation, or if an oral hearing is required before a sanction can be applied.
The Decision Maker has responsibility for determining if and what sanction should apply where an improper conduct has occurred.

Applicants must have:

Experience:

  • A minimum of 5 years’ pqe as a practising solicitor or barrister.
  • A minimum of 2 years’ experience in quasi-judicial work / experience in decision making before other decision-making bodies (ideally within regulatory or dispute/resolution forum) and evaluating reports and submissions and determining well-reasoned decisions.

Applicants will ideally have:

  • Strong knowledge of residential tenancies legislation and policy in relation to the rental sector.
  • Previous experience of acting in the capacity of an independent Decision Maker.
  • Previous experience of providing evidence to the Court.

If an existing RTB panel member (including adjudication, meditation and Dispute Resolution Committee members) is successful in the selection process described above and is included in the established Order of Merit, they must resign from any current RTB panel before being appointed to the newly established Panel of Decision Makers (Sanctions Function).
