Compliance Status

The Residential Tenancies Board is committed to making this website accessible in accordance with European Union (Accessibility of Websites and Mobile Applications of Public Sector Bodies) Regulations 2020 – S.I. No. 358/2020 and to ensuring this website is accessible to the widest possible audience, regardless of technology or ability.

The website is partially compliant with the European standard Accessibility Requirements for ICT Products and Services (based on Web Content Accessibility Guidelines (WCAG) 2.2) due to the non-compliances listed below.

Non-accessible content

The RTB is aware that some areas of the website are not yet fully accessible. These issues are being actively addressed as part of an ongoing programme of accessibility review, remediation and improvement.

General content accessibility

  • Some images are missing appropriate alternative text, or have accessible descriptions that do not accurately reflect the visible image content.
  • Some headings are not marked up correctly, skip levels or do not follow a clear and logical hierarchy.
  • Some data tables do not use appropriate table heading markup.
  • Some pages and components are not fully responsive at all screen sizes.
  • Some structural and nesting issues may affect how page content and relationships are communicated to assistive technologies.

Form and interactive content accessibility

  • Some icon-only buttons and links do not have accessible names that clearly communicate their purpose.
  • Labels or instructions are missing from some form fields.
  • Some input fields, select fields and text areas are not correctly associated with their visible or programmatic labels.
  • Fieldsets and legends are missing from some groups of related form controls.
  • Label targets are hidden or incorrectly configured in some cases.
  • Some ARIA attributes are missing or used incorrectly on buttons, links and interactive controls.
  • Some extended descriptions and instructions are not programmatically associated with the relevant form field.
  • Form error messages, feedback and status updates are not always announced to screen reader users.
  • Some error messages could provide clearer and more specific guidance.
  • Some links open in a new browser window or tab without providing advance warning.

Keyboard accessibility

  • Some paging, search, upload and export controls are not fully accessible using a keyboard.
  • Keyboard focus does not always move in a logical or predictable order after using paging systems, in-page links or search components.
  • Focus indicators are not sufficiently visible on some buttons, icons and form fields.

Colour and visual accessibility

  • Some text, controls, active states, graphs and form fields do not have sufficient colour contrast.
  • Some links within body content do not have a sufficiently visible or contrasting underline.
  • Some controls rely too heavily on colour to communicate their state or purpose.

The RTB is actively working to resolve these issues on an ongoing basis through updates to website content, page structure, forms, interactive components, keyboard navigation and visual presentation. Issues are prioritised according to their impact on users and are addressed through regular content, design and development improvements, supported by ongoing automated and manual accessibility testing.

Preparation of this Accessibility Statement

This statement was last reviewed and updated on 17 July 2026.

This website was tested for compliance with the Web Content Accessibility Guidelines (WCAG 2.2) Level-AA.

The test was carried out by independent accessibility consultants, using the Website Accessibility Conformance Evaluation Methodology (WCAG-EM).

Section 39 Complaints Procedure

If you want to make a complaint that the RTB has not met its obligations under the Disability Act 2005 please follow the RTB’s Section 39 Complaints Procedure as set out in the this document.

Section 39 complaints can be submitted by post addressed to S39 Complaints, RTB Access Officer, PO Box 12323, Dublin 2 or by email to S39complaints@rtb.ie

The relevant redress and complaints provisions are set out in statute in the Equal Status Act 2000 (No.8 of 2000) and the Disability Act 2005 (No.14 of 2005).
