RTB Statement on Proposed Changes to Residential Tenancies Act

The Residential Tenancies Board (RTB) implements rental law as legislated for by the Residential Tenancies Act 2004 (as amended). As the regulator of the rental sector, we will work closely with the Department of Housing, Local Government and Heritage to implement any measures introduced in new legislation.

A key part of our remit is to inform landlords and tenants about their rights and responsibilities under rental law. As with all legislative change, we will deliver a comprehensive national communication and engagement campaign on changes to Rent Pressure Zone (RPZ) and security of tenure rules. We have engaged with the Department to discuss this campaign and resourcing required.

As part of the Housing Agency’s Review of Rent Pressure Zones, we shared RTB research and data to inform the review. We also shared regulatory and operational insights from our experience in enforcing RPZ rules since 2016. We will continue to engage closely with the Department on the operational implications and resourcing requirements to ensure effective implementation and enforcement of new measures.

Rosemary Steen, Director of the Residential Tenancies Board said:

“We look forward to continuing to work closely with Minister Browne and officials in the Department of Housing, Local Government and Heritage to implement the new measures. We will continue to share RTB research, analysis and operational insights to inform the upcoming legislation.”
