Owen Keegan steps down as chairperson of Residential Tenancies Board

Owen Keegan has informed the Residential Tenancies Board (RTB) today that he is stepping down from his role as chairperson for personal reasons.

Mr Keegan was appointed to the role by the Minister for Housing, Local Government and Heritage, James Browne TD in October 2024. He served as chairperson during a time of substantial progress and development for the organisation. His tenure included the RTB’s successful implementation of significant changes to rental law from 1 March 2026. Mr Keegan also served as Interim Director of the RTB from February to August 2024.

Mr Keegan steps down with immediate effect and the Minister for Housing, Local Government and Heritage will now move to initiate the process of appointing a new chairperson.

The RTB would like to thank Mr Keegan for his contribution as he steered the organisation through significant developments to deliver a well-regulated rental sector that meets the needs of both tenants and landlords.

Rosemary Steen, Director of the RTB said: “We thank Owen for his significant service to the Residential Tenancies Board over the last two years. Owen brought a wealth of experience and a long track record of public service to the RTB. He has made an important contribution to delivering a rental sector that works for the people of Ireland.”
